# What are the WhatsApp template categories?

> WhatsApp sorts each message template into one of three categories, marketing, utility or authentication, and that category sets the price of the message; free-form replies sent without a template are billed separately, as service.

## The definition in two minutes

When you create a message template, you state its category. Meta checks that it matches the text, then approves or rejects the template. The category matters because it decides the price of the message and the content rules.

| Category | What it is for | What Meta expects |
| --- | --- | --- |
| Marketing | Raising awareness, selling, winning customers back, building loyalty | Nothing in particular. It also takes mixed messages and those with unclear content. |
| Utility | Following up on a customer’s action or request: order, appointment, account | No promotion at all, and a message specific to the customer or essential to them. |
| Authentication | Verifying identity with a one-time code | Templates from Meta’s library, with a code button, and no link, media or emoji. |

## What about free-form replies?

A message sent without a template, within the 24-hour window, has no template category. Meta bills it as service. For billing, Meta therefore counts five categories: marketing, utility, authentication, service, and Meta Business Agent, its own AI agent, billed by the tokens used.

A single message belongs to one category only. It is therefore billed once.

## What moves a message to another category

- A message that mixes information and promotion is marketing, for example an order update with an offer attached.
- Unclear content is marketing.
- A nudge to win a customer back is marketing even when the customer asked for it: abandoned basket, subscription renewal.
- A general request for a review is not utility. A survey about a specific order can be.
- A one-time code can only go out in an authentication template. Meta rejects marketing or utility templates used for that.

## Meta can change the category afterwards

Meta also checks templates that are already approved. Since 9 April 2025, a template submitted as utility that Meta judges to be marketing is approved directly as marketing.

When an already approved utility template becomes marketing, Meta tells the business one day before, unless it has already received a warning for misuse. You have 60 days to ask for a review.

A business that keeps filing promotional messages as utility risks a warning, then restrictions.

## What it means for a small business

Choosing the right category avoids a rejection and a surprise on the bill. In general, a marketing message costs more than a utility message, and Meta applies the rate of the category it settles on, not the one you picked.

Write your follow-up messages (order, appointment) with no promotion at all so that they stay utility. Keep your offers for marketing templates, sent to customers who have agreed to receive them.

Your free-form replies fall in another category: the first 1,000 service messages each month, per number, are not charged.

## Example

Illustrative case, in the United Kingdom, at the list rate of Meta’s 1 October 2026 rate card. A shop sends 100 messages with a marketing template: it pays Meta €5.26 excl. VAT. The same number of messages with a utility template would cost €1.82 excl. VAT. The category changes the bill. Software price not included.

## Frequently asked questions

### How many WhatsApp template categories are there?

Three: marketing, utility and authentication. Free-form messages sent without a template belong to a separate billing category, service.

### Who chooses a template’s category?

You state it when you create the template, but Meta decides. It checks the category against the text and can change it, even after approval.

### Is a nudge to a customer marketing?

Yes. Meta classes win-back messages such as an abandoned basket or a subscription renewal as marketing, even when the customer asked for them.

### Does the price change with the category?

Yes. Meta charges for each delivered message by its category and the recipient’s country.

### Can you challenge the category Meta picks?

Yes. You can ask for a review up to 60 days after creating the template or after its category changes, from WhatsApp Manager.
