Meta rule · WhatsApp Business

The three WhatsApp Business template categories, and how Meta re-categorises them

WhatsApp files every message template in one of three categories: Marketing (promotions, news, sales follow-ups), Utility (a follow-up to something the customer did or asked for, with no promotion at all) and Authentication (one-time passcodes). The category sets the price of the message, and Meta can change it after approval if the text does not match what you chose.

The three categories in brief

When you create a template, you state its category. WhatsApp checks it against the content of the text, then approves or rejects. This is what Meta asks of each one.

Category What it is for What Meta requires
Marketing Raising awareness, selling, following up, building loyalty Nothing in particular: it is the most flexible category. It also takes mixed messages and those with unclear content.
Utility Following up on something the customer did or asked for Two conditions at once: no promotional or persuasive intent, and a message specific to the customer (their order, account, appointment) or essential to them.
Authentication Verifying identity with a one-time passcode Meta’s authentication templates from its template library, a code button, no URLs, no media, no emojis, and parameters of 15 characters at most.

What Meta always files as Marketing

  • Mixed messages, for example an order update with a promotion, or a feedback survey with promotional content.
  • Unclear content, for example a text that is only a variable or “Congratulations!”.
  • Subscription renewal reminders and abandoned baskets, even when the customer asked for the message.

What stays Utility

  • Confirming, tracking, changing or cancelling an order or a transaction, with its details in the text and no extra purchase suggested.
  • An alert or piece of information specific to a product or service the customer bought or subscribed to.
  • A feedback survey, as long as it is about a specific order or interaction. A general request for feedback is not accepted as Utility.
  • A message that continues on WhatsApp a conversation that began elsewhere, if the customer asked to move to WhatsApp.
  • Confirmation of consent to receive your messages on WhatsApp.

Meta adds that its examples are illustrations: similar text can be categorised differently depending on its exact content.

One example per category

Three trades, three categories. Variables in double curly brackets are replaced when sending. For full templates, trade by trade, see the templates guide.

Marketing · bookshop

Hello {{1}}, volume 4 of “The Atlas of Tides” has just arrived. Until 31 October, enjoy 10% off with the code ATLAS10.

Utility · garage

Hello {{1}}, your vehicle with registration {{2}} is ready. The garage is open until 6:30 pm.

Authentication · accountancy practice

{{1}} is your verification code.

  • The bookshop message presents an offer: it is Marketing, even sent to a customer who has already bought.
  • The garage message only talks about the customer’s car and suggests nothing: it is Utility. If the garage added “and enjoy 10% off your next oil change”, the message would be mixed, so Marketing.
  • The practice’s code follows Meta’s standard text. A code can only go out in an authentication template, never in a Marketing or Utility one.

When Meta changes a template’s category

Approval does not fix the category. Meta regularly reviews templates that are already approved to check they follow its rules. These are the dates its documentation gives.

Date What changes
June 2023 The Marketing, Utility and Authentication categories exist.
1 July 2024 Meta introduces a recurring process that re-categorises approved templates that should belong to another category.
1 October 2024 The same process towards Authentication: a Marketing or Utility template that should be an authentication one keeps its category and is set to rejected on the first day of the following month.
9 April 2025 A template submitted as Utility that WhatsApp judges to be Marketing is approved as Marketing, instead of being rejected. The “allow_category_change” option becomes the default behaviour.
16 April 2025 For a business that has had a warning for misusing categorisation, the advance notice goes away: the change from Utility to Marketing is immediate.

What happens to a Utility template judged to be Marketing

  • One day’s notice is given before the change: an email to people with full control of the WhatsApp account, an alert in WhatsApp Manager and a webhook event.
  • The category becomes Marketing. The status stays Approved: the template keeps going out, but it is charged as a marketing message.
  • You have 60 days to appeal, in Business Support, under template category updates. If the review is approved, the category is not changed, or it is put back.

What happens at creation

At creation, WhatsApp compares the chosen category with the content. The template is approved, held for review, or rejected with the reason “incorrect category”. A rejection can be fixed: create a new template, edit the category, or ask for a review (up to 60 days after creation for an approved template).

If an account misuses the Utility category

Meta provides increasingly strong measures against a business that regularly files marketing as Utility:

  • a written warning to administrators, after which Utility to Marketing changes are immediate;
  • a cap on the account’s utility message volume over a rolling 24 hours, for at least 7 days, which does not affect marketing or authentication;
  • a 7 day restriction (30 days for repeat violations): all the account’s utility templates move to Marketing and new ones cannot be created;
  • if it continues across several accounts in one portfolio, a 30 day restriction on all of them.

What the category changes on price

Meta charges each delivered message by its category and the recipient’s country. Prices are not copied here: they change on the first day of a quarter, and the price guide carries the date of its last check.

  • Only templates have these three categories. Free replies inside the 24 hour window are service messages, a separate billing category. In all, Meta counts five billing categories, one of them for its Meta Business Agent.
  • Reduced rates by volume tier exist for Utility and Authentication, not for Marketing.
  • A utility template sent during the 24 hour window has been charged since 1 October 2026. It was free from 1 July 2025 to 30 September 2026.
  • A template re-categorised as Marketing is charged at the Marketing price as soon as it is used with its new category.

What WYP.chat does with categories

  • You choose the category when creating the template, with a hint under each choice: Marketing for promotions, offers and sales follow-ups, Utility for following up something the customer started with no promotion, Authentication for one-time codes, with text set by WhatsApp.
  • Before sending to WhatsApp, WYP.chat checks the form of the template: non-empty text, variables in order and never at the start or end, an example for each variable, button limits, rules specific to authentication. It does not judge whether your text is promotional: WhatsApp validates the category.
  • The WYP.chat template library offers templates that are already categorised, to personalise before submitting. Meta keeps the final say on the category.
  • If Meta re-categorises a template, WYP.chat shows on it: “WhatsApp moved this template from “Utility” to “Marketing”: its cost and sending rules change.” The original category is kept. The app shows the change once it has happened; Meta’s advance notice reaches the administrators of your WhatsApp account by email.
  • A rejection for an incorrect category is shown with its reason on the template.
  • A Marketing template only goes to contacts who have given consent for offers, and not to a contact who has written STOP.

Frequently asked questions

What are the WhatsApp Business template categories?

Marketing, Utility and Authentication. Each template belongs to a single category, which determines its price.

What is the difference between a marketing and a utility template?

A utility template contains no promotion and concerns an order, an account, an appointment or information essential to the customer. A marketing template can promote anything, and it is the category for any mixed or unclear message.

Why did Meta re-categorise my utility template as marketing?

Because its content counts as Marketing under Meta’s rules: promotion, recommendation, renewal or basket reminder, or a mixed message. Since 9 April 2025, a template submitted as Utility and judged to be Marketing is approved as Marketing.

Can you appeal a category change?

Yes, in Business Support, with a review request, within 60 days. If Meta approves it, the category is not changed or is put back. If not, it changes as announced.

Which category is a message that mixes an order confirmation and a promotion?

Marketing. Meta files templates that mix utility and marketing content as Marketing, such as an order update with a promotion.

Can you send a login code with a utility template?

No. Meta reserves one-time passcodes for authentication templates. A Marketing or Utility template cannot be used for this.

Does the category change the price of the message?

Yes. Meta charges by the template’s category and the recipient’s country. Prices by country are in the price guide.
